Chief Information Officer (CIO)

MassDevelopment is looking for an entrepreneurial and strategic leader to join its executive team as its first Chief Information Officer (CIO). The CIO will serve as a business partner and trusted advisor to the CEO, Executive Leadership Team, and Board of Directors, with responsibility for long-term technology strategy, enterprise architecture, data governance and utilization, digital transformation, cybersecurity, AI governance, cloud strategy, and technology modernization.

Working across the organization, the CIO will ensure that technology investments and capabilities are aligned with our organizational mission and values, enhance operational efficiency, support informed decision-making, and deliver exceptional service to the stakeholders and communities we serve across the Commonwealth.

Strategic Leadership & Mission Alignment

• Develop and maintain a multi-year technology and information roadmap aligned with MassDevelopment's strategic priorities and organizational objectives.
• Advise and present to executive leadership and the Board on emerging technologies, digital opportunities, risks, and investments that support the Agency's long-term goals.
• Develop and implement an enterprise AI strategy that identifies opportunities to improve organizational effectiveness, service delivery, and innovation.

Enterprise Architecture & Technology Strategy

• Establish and oversee the Agency's enterprise architecture function to ensure technology investments, data, infrastructure, and system integrations support business needs.
• Define and oversee enterprise architecture principles, technology standards, and governance processes that promote security, interoperability, reliability, and operational efficiency.
• Guide enterprise technology design and platform decisions to ensure alignment across systems, data, processes, and business capabilities.
• Lead the evaluation and adoption of emerging technologies, oversee technology lifecycle management, and ensure a secure, sustainable, and modern technology environment.

Cybersecurity & Risk Management

• Lead MassDevelopment's enterprise cybersecurity strategy and posture, ensuring the protection of sensitive customer, financial, and operational information.
• Establish cybersecurity architecture and information security standards, including data protection, incident response, and resiliency planning.
• Oversee cybersecurity and information risk across internal systems and third-party vendors. Partner with Legal and other Agency leaders to ensure compliance with security, privacy, and regulatory requirements.

Data, Information & AI Governance

• Serve as the enterprise leader for data and information governance, including data ownership, classification, lifecycle management, and retention.
• Advance the use of data, analytics, and dashboards to improve transparency, enhance the customer experience, and support strategic decision-making.
• Establish and oversee the Agency's AI governance framework, including AI policies, procurement standards, risk management, compliance, and responsible AI practices.

Major Systems, Platforms & Vendor Leadership

• Lead the evaluation, selection, and implementation of major enterprise systems and platforms, including customer-facing and AI-enabled solutions.
• Develop, negotiate, and manage strategic technology partnerships and vendor relationships.

Enterprise Technology Transformation, Adoption & Change Management

• Lead major enterprise technology transformations, including efforts to enhance or replace legacy systems, such as the Agency's CRM, in collaboration with stakeholders across the organization.
• Lead change management and adoption efforts through structured planning, clear communication, staff training, and stakeholder engagement.
• Promote consistent and effective adoption of enterprise platforms to reduce fragmentation, duplicative solutions, and reliance on informal workarounds.

Team Leadership & Management

• Provide executive leadership and direction to the Agency's technology function, including direct supervision of the Senior Vice President of Information Technology, who oversees the day-to-day operations of the IT team.
• Assess the Agency's technology capabilities and develop a workforce strategy that addresses staffing needs, strengthens critical competencies, and prepares the organization for evolving business, cybersecurity, data, and digital transformation needs.
• Build and maintain a high-performing, customer-focused technology team that promotes innovation, collaboration, accountability, excellence, and continuous improvement.
• Develop and manage the IT budget with strong stewardship of public resources. Support staff development and workforce modernization, including upskilling in AI literacy, data analytics, cloud technologies, cybersecurity, and digital innovation.

What We're Looking For

• Bachelor's degree in information technology, computer science, or related field Advanced degree (MBA, MPA, or MS) strongly preferred
• 10–15+ years of progressive IT leadership experience, including enterprise-level oversight
• Experience in public sector, quasi-public agencies, financial services, or economic development organizations preferred.
• Demonstrated success leading enterprise technology modernization, digital transformation, and change management initiatives.
• Experience evaluating, implementing, and governing enterprise AI, automation, and advanced analytics solutions.
• Demonstrated ability to advance innovation while ensuring strong governance, cybersecurity, privacy, and regulatory compliance.
• Proven ability to build trust and collaborate effectively with diverse stakeholders.
